Bring programming tools into line + 2 other mods
Detail: Programming tools as originally provided do not result in a usable programmer. These do.
s.Top has a small mod to correctly align it with what SDCMOS expects.
s.DMA has a mod to ensure that the video DMA engine is always enabled. Granted this may fit more normaly elsewhere, but since this port is exssentially static I suggest this should suffice.
