[626] Add missing STM{}^ patches for Econet

  • Extend existing STM{}^ patch for RISC OS 3.70
  • Create a one for RISC OS 3.71 (new, since all the other patches from 3.70 got folded into the ROM)
  • No patch needed for 4.02 since Econet was not present in ROM
