Minor modification to Makefile to force a copy of sys.h.ioctl_comp to sys.h.ioctl_compat in exported header directory. Fixes problems building Internet module and other networking software on long filename discs whilst maintaining backward compatibility for current machines.

Added sysctl control interface to IGMPv2 (added in Internet 5.05) to enable supression of IGMPv2 'fast leave' optimisation, resulting in IGMP leave group messages always being sent. This is aimed at IP multicast video distribution, but is a general interface.

Old way was unsafe and presence of CVS directories crashed libfile. Align use of macros and libfile commands with unixlib, inetlib etc.
