Added Colemak (UK) keyboard layout

Detail:
  Added a new layout.ColemakUK
  Updated makefiles, and Source files with new target and dependency
  Added DrawFile describing the layout
Admin:
  Tested on IOMDHAL under RPCEmu and BCM2835 on Pi 3B and 1.
