Ensure state consistent for restarting a transfer within a callback

Merge of code change from revision 1.152 of usbdi.c from NetBSD, function usb_transfer_complete - this just swaps the ordering around to ensure the callback & done are in the right order.
Built, but not tested.

Version 0.81. Tagged as 'NetBSD-0_81'
