Extensions to the Window Manager to support cut & paste and drag & drop in writable icons.

Known issues compared with the spec are:

• 4.1.1.2 - Clicking in a selection in a writable doesn't clear the selection on release
• 4.1.1.3 - Shortcut keys Ctrl-Z, Ctrl-V, Ctrl-X, Ctrl-K have their expected meanings in a writable (eg. DecAOF filename box) but Insert & Backspace & Delete aren't handled as synonyms
• 4.3.3 - Pasting a string containing other control characters (eg. Some[03]Text) doesn't beep, instead it pastes 'Some'

To date, it has only been tested on RISC OS 5. The softload versions build but haven't yet been checked.
