Detail:
  This is based on the sources we have for AREncode 0.61, presumably as
  included in the Universal disc image. The version number has been
  incremented to signify that:
  * build structure changed
  * new makefile
  * uses VersionNum file
  * uses version of ARLib from CVS (so #includes are relative to Lib$Dir etc)
  ie basically the same changes that were made to ARPlayer.
Admin:
  Not tested much - I don't have any source material to encode from!
  Requires ARLib.
