Resources phase copies !Help and !Run into Resources:Apps (note, the !Configure icon is in the wimp sprite pool already).
Disc version of pre 3.80 !Configure tickled to compile again.
Messages file inserts version at compile time now.
Version bumped to exceed that of highest Messages file previously in CVS.
Removed some dead files.

Version 1.86. Tagged as 'Configure-1_86'

Detail:
  Some changes were required in order for this component to build and install
  correctly. These changes are required for the ROOL 'Disc' build.
Admin:
  Tested in Iyonix 'Disc' build using ROOL 'BuildEnv' build environment
