Protect local PointerReason_WheelChange definition

We want to add PointerReason_WheelChange to Hdr:Pointer, but doing so will make USBDriver upset. Prematurely add a #ifndef guard to prevent this.

I spotted that too, and got as far as adding it to the StrongHelp page, but then forgot to do anything about HdrSrc!
